I just got an e-mail from Kontera:

Unfortunately, we are not able to add your site to our Network at this time. This is due to the fact that your site has limited textual content for our technology analyze.

The site I applied is my proxy site, which of course doesn't have any own content at all... I do see pages starting to get indexed in Google now though (right now Google shows 11 pages in my site)
When will be a good time to try to sign up with Kontera again?

I think you should try in about 2 weeks, with a non-proxy site.

Another friend of mine got rejected the same way with you, and he had applied with a proxy site too....

I think I submitted a non proxy site too...

But you can run the program on a proxy site right? So the application is like with AdSense then? Get approved for one site and then use it on other sites as well.

I am not sure if it is supposed to be this way, but it works this way though

yea the are saying you have to contact them for each site, but actually I didn't I submitted for my own website and used the code for the proxy...

Yes I got one. They are a little slow, but they pay. That's for sure
