Technorati tags help Technorati place your content under the keywords you choose, otherwise it will have to guess, if you use keywords on Blog posts already you can check to see if Technorati is picking them up by looking for a recent post on the site. This of course only works if you are pinging Technorati to let it know about your blog or site. Most blogging software does this for you but just in case you can use a service such as Ping Goat
Mind you recently I have fallen out of love with Technorati it's taking anywhere between 1 minute to 2 days to see posts appear on the site and it is suffering from severe post spam at the moment.

not quite you still have feeds and tags the only difference is using a microformat to manage your tags, and you don't have to link to technprati the key is the rel="tag" bit so for example I could have a tag
Technorati will see the rel="tag" and look at what the keyword is in this case Drupal and mark the post under that Tag. it doesn't matter where the url itself goes, though it is useful to readers if it links to either a list of posts relating to that keyword on your site, Technorati site or a page explaining the term.

it looks to me that this is important for your blog site, most blogs doesn't have a tag cloud by default

It is only a guide to Technorati and Technorati does a pretty good job guessing without these "tags" as long as you have clear keywords, so I wouldn't worry to much about adding these tags the easist way is to adapt your current blogging software to add the rel="tag" to your existing keywords.

a standard blog doesn't have the tag links, or do want to add the "rel" attribute to existing blog posts?

It seems possible to modify your blog template to add a tag, and almost all blogs have a category link on every post. This sort of thing was simple for me when I used Movable Type, but now I use Drupal and it requires more study.
