I don't think that this is the same, in general I see the paypal verification like this, with unverified accounts paypal has only limited possibilities to claim money from someone while a verified account is connected to a bank account, a credit card or at least a real person.
My advice is, try to pay via another channel than paypal if you're not sure (moneybookers or better a credit card, VISA is very bad for merchants)

That paypal site only says you are protected from unauthorized payments done from your account (= someone hacks your account and spends your money) and from a physical good that you paid for but never received. So, nothing about paying for services in there.
If the member is not verified and he would be a scammer this is what happens: you pay, he withdraws the money, you file a complaint, IF paypal decides to refund your money they can't because there is no money left in the scammers account.
If the person is a verified member, his home address and bank account number have been verified by paypal, so in case you claim a refund and there are not enough funds in the paypal account they know where to find the person.
Bit of risk involved here for you. Who are you dealing with? Maybe you can find more info on him in some forums to see if the person can be trusted. Or you could wait a few days until the person is a verified member.

We have never bothered with paypal verification (on a merchant account its a bit more of a pig in the uk) but then we only use paypal for value up to £50 simply because as a payment method for us it is rather unsafe, if we were to say charge some one £300 who then claimed that we were a scam, we are more likely then not going to lose the money as paypal policy is to sting the merchant and not bother investigating. Be careful with merchants who accept large amounts over payapl and ask your self why, for them its a big risk, its expensive even my bank doesn't charge me the amount paypal does for credit card transactions over a £100, and it never inspires trust. See if he can offer you another method of payment, or some alterenative contact details like a telephone number in case there is a problem.

most companies should have a business account and therefore should be able to use merchant banking facilities, such as those on world pay, as your making payment through a real bank both parties are covered. For individuals I'm not sure what to suggest, for that sort of money. Though for large amounts of money I would be tempted to ask thee seller for his bank details and wire the money, it might take longer but your both protected.

I would suggest if your dealing in amounts larger then $300 at a time Paypal is not an option, for sole trader check out world pay look for small business section, which doesn't require a business account. Be careful while lws vary from country to country most, european countries tax men normally want there share, and if your regularly earning reasonable sums on-line, more then $1000 a month then you will need to make sure your putting money in to a dedicated account that's away from your primary account, and ideally in another bank. As when the tax man comes knocking you will need to prove what is additional earnings and what's not.

... and at least it's about the costs. I checked today (again) 2checkout, they are very easy with new accounts but you can't use them for small amounts (to expensive). I remember me that I need to open an account with 2checkout in the Netherlands with a lot of forms and signatures plus higher costs then in the US. If I need a payment channel for my business and paypal is not a good partner anymore it will be some local partner.
btw. moneybookers is also expensive but save for the merchant...

For example I could use winbank (a greek internet banking platform) to charge credit cards for my services outside Greece, but who would trust his/her financial info to this company? Even that they are a very big company and very serious to what they do, paypal is a must when you are selling goods in the internet.
Of course you can use more than one service, but buyers will still use more paypal.

right this is the other point, at the moment that someone will not buy from you because he doesn't trust your payment channel than is a expensive cheaper then missing the sale.
I think it's not bad to offer diff. payment options (with keeping the costs in sight).

in my opinion, if you really dont know the guy and he is unverified and there is a slight hint that he might run away with your money, dont do it. send a check instead. at least the clearing time is much longer. you will have sufficient time to stop the money from getting to him. dont forget what happened to Vahid.

Thats why I opt for the paypal business account, so theres more peace of mind for the client... oh and most info about me is listed, so does applying for a company license which is expensive but i still did... if I opt to screw people up I wouldn't bother... Just be careful of those people who don't bother to be legit at all...
