Tables are meant for tabular data not page layout, if you do a quick search for CSS positioning you will find plenty of layout templates that match your current layout. From an SEO point of view it pretty much sucks..
No h1/h2 tags No use of ALT tags (if you were in the UK you could been fined and taken to court under disability act) No structured layout (tables are not structure) No principle content No CSS
It fails the Bobby test in terms of accesibility, and according to w3c html validator it has 94 structural and syntactic errors.
thats just the HTML problems you might want to have a look at Quick guide to reputation management Its a tutorial series here at Webdigity which will help you with your redesign.
A word of caution Dreamweaver is a powerful tool, but you might want to switch to the code side rather then the design pane, remember that no WYSIWYG generates code as well as you
hope we haven't laid into you to much, If you want some more tailored advice to a particular section just holla

PR4, font too small. make it more readable.Grey font with white background not suitable for reading. Lets the background change or font color change. Overall, its simple with good PR.
