I have noticed some trends about some of the ad agencies out there. Not only they look at the number of unique visitors that visited your site but also they look at the owner of the site or the publisher to be. For example, I got turned down by chitica minimall just because I am not from the US or Canada but I have seen sites with less much less contents and they are displaying the chitica minimall ads.

That is strange. I live in Greece and I got accepted in their program. I guess this is because I've joined them in their beginning.
I know that companies can deny to partner with you if your content is non english, or most of your traffic is from other countries than USA or England, but what you say is something very new, and it sounds a little racial

well, that was what I figured out. I thought they only go for high quality sites as what they mentioned in their rejection letter. But when I discovered that site (no offense to the owner) which, has nothing much on it, I was quite surprised. I should have bookmarked that site so that I can see what is the difference except for the publisher's origin...
BTW, my content is 100% english and more 60% of my visitors are from North America and Europe.

If you look at AdSense, once your site has been accepted you can use the ads on any website as long as it complies with their policy. Maybe the owner of the site got accepted into the program with some other website of his...
