ok it seems to be a thing that bugging people so lets assist, a button on your site is not going to increase your PR, think about it how would it possibly help ever!
they link because a) its in there TOS b) they are on a beta Google adsense scheme for bloggers using blogger or c) Because they want to.
People do not link to Google to increase PR and since PR is worthless its a mute point. inbound links and relevancy check of out bound links, if anything this would hinder not help as it is providing a non relevant link.

with the old templates of blogger, the logo is already included. but with their new drag and drop templates, the user is just provided an option to include it and have different versions.
tim, wouldnt blogger.com benefit from those buttons? as inbound links? since those buttons are in the blogspot.com domain?

I don't think Blogger cares about PR do you? To be honest its a pure marketing tool for traffic building, nothing wrong with that but Google have bigger problems i.e spam on blogger and blog spot to worry about a made up number tool, that it uses to convince inexperienced webmasters to download its toolbar. PR is nothing more then a number its not even accurate number has no barring on your site, unless your selling it to an idiot!

This conversation reminds of an old seo debate about outgoing links. Some people believe that if you link to authority sites (like google) your ranking are getting better. Of course this is totally wrong
