Even if the problem is safe mode you would get an error. Do you get any errors?
I believe it should write to a 777 folder anyway.
It do uploads the pictures, no errors
But uploaded files get 600 permissions and file owner apache-apache
This is a problem later when I have to handle files with other scripts like a thumbnail generator that get no permissions to do it! The script whose uid is 16017 is not allowed to access /www/110mb.com/g/m/s/_/_/_/_/_/gms/htdocs/albums/coll_de_pal owned by uid 2001

Apache works as user apache, so the script you run should be the actual owner of any file in the web server and it should write to it.
Tell your hosting company about it, it is probably a problem of their setup.

I think his hosting partner has given the wrong permissions, I have a reseller account with similar problems. Try to create the folders with php (and never change them)
