I would try some freelance sites. The only other way I can think of getting a unique PHPBB forum skin for free is if you just make one yourself.
That's a very serious statement. People think that they can get everything for free, and that they will do a succesfull web site with no work at all.
But the truth is very far beyond that. Isn't it?
Even if you use a free - open source software, you must have to customize it, otherwise there is no reason for existance, and even if you don't understand that, the users do....

That isn't true at all in my opinion. I agree that for some people may think that way, but I feel that it is very posible to make a successful website for free, but it requires vast amounts of time and effort.

In order to make a succesfull site (or business in general) you must spend a lot of time or a lot of money or both.

I've done several custom phpBB forum skins lately. A good custom forum skin makes all the difference if you ask me, especially if you are running a main website with the forums as a sub-site. A custom skin can project the overal look and feel of your main site onto your forums.
