For an amazon affiliate shop. See signature. The site have a good 468x60 top banner spot. I wouldn't mind putting other people's banner up there in exchange for them putting up my amazon banners with my affiliate code or my own created banners pointing to either of the two sites in sig.
I'm looking for an banner exchange network where I have good control over the types of banners to display as well as what site to display my banners. Thinking of something like ebannertraffic.com or ebannerx.com

for most of the websites the CTR for graphical banners is very low, I think you can use this spot much better...

So are you saying that the click through rate on forum signatures will generally be higher than the click through rate of banners?

Yeah your sig in relevant forums will for sure bring in more traffic. Of course we are not talking for real traffic here. A sig would bring 300 visitors in a month, while a banner would bring 50 visitors per month, but in any way this is not traffic you should chasing....
