Need Sub-Contracting Programers, Designers, Flash , PHP, AJAX, etc

I need some to make some contacts, that when I get overwhelmed (or have a deadline one person alone cannot meet), to do some flash, user back ends, etc (I prefer PHP, because then I could assist in trouble shooting & future updates if you where not available).  I will mostly be needed assistance with dynamic stuff, flash, ect.  In the near future I might be handing over entire projects, web & print. 

You won't have to have any contact with the client, just myself.  You will be credited, and when a quote comes in, I will allow the contacts I have to bid on aspects of the project.  You will have to bid quickly, because I like to have quotes out in under 48 hours.  All reasonable bids will be accepted.  I will have projects posted on my site and you will have to check in periodically to see what we have going on. 

Payment will be made through PayPal.  Unless otherwise noted in special circumstance, 10% will be paid up front, 30% after the approved draft, and 60% after launch, as that is the way I charge my clients.

I am now looking for people to sub contract out the following type services...

what I am looking for is someone to do the original code, for a specific type site.  For a certain bid amount.  Then if/when I use the same code later in future sites I would pay a small royalty fee.  I also need a price for future maintenance of the code, if I can't get the code implemented correctly into a future site.  I was looking at the royalty to be a small fee, and the maintenance to obviously be less than the original cost of the code.

I am also looking for CSS/HTML coders, and Flash Designers.  Those will all be on a case by case basis, and I will not be reusing them in the future.   I would like bids on An HTML/CSS files based on a psd file, that will validate.  2 pages, a front page & a interior page, also a price on adding extra pages if needed.

In Flash I will mostly need intros for now.  Possibly more in the future.  Must be original & not look like it came from one of those online template places.  Flash designer will have alot of creative control.

PAYMENT
Payments will be made through PayPal.
25% when agreement is made (in writing)
25% after first draft
50% before site launches. 

This is the same way my clients pay me, so since I am a no dept company, this is the way I will have to pay out.
