This web site will be a simple 7 page web site. What I will need is a PHP back end that they can update the information on all of their pages. For example if they want to change their board of directors around, they log in, choose that page & simply type in the changes, same thing for any of their other pages. I need this ASAP, because the bid is due Friday (the 28th), so I will need to decide on a provider for this service by Wednesday the 26th. I also need qualifications, this will be a pretty large job for the company if we get the bid, and will lead to more jobs, because of who it's for, and they want qualifications. We have a good chance of getting this if I can get all the paper work right, because they want a minority owned local company to do it, and as far as I know I am the only one in the area.
Please send me your quote & qualifications ASAP!

If it has to be done so fast, why don't you just set up a wordpress or an other existed mini cms?

The work doesn't have to be done so quickly we have 60 days after the quote is accepted for that, I just need the quote that quickly. I had contact my regular person for this last week, but haven't recieved a response, that is why I am cutting it so close.

Reinventing the wheel is daft, if you want a simple cms there are several out there and if you look at Olaf and Nick classes you could easily build such a system with limited PHP skills. However doing so seems naive bordering on stupid when you have CMS such as Drupal, Wordpress, Plone if its a very large i.e more then 10 million requests per hour etc out there that are being updated, security tested, and with very large active communities to help you. Any company using propriety CMS really do have to have a very unique purpose for doing so otherwise they should be sacking the company that sold them it.

The point in getting quotes is that I don't have time, not that I can't do the work. I am swamped with projects right now, so I am bidding out my least favorite parts. I thought someone on here would help me out, and make some extra cash, but since no one here responded, I signed up as an employer on a freelance site.
