I would urge you to exercise great caution before using this person's services. With only 1 post since they joined over a month ago, it is likely they only came to WebDigity to advertise their own services.

BTW directory submissions are not exactly the best way to get link popularity, and I doubt if a service like this is really needed.

Yeah it is, but even if Google gave weight to those links, a site with 1000 new links in 1 month and no links at the second, third, etc. would be for sure penalized.
