I have found a CPM banner agent that will accept small or new sites. They pay reasonably well to, which is from 1.20 up to 1.80 CPM. Check out http://www.codeads.com/ . Try it out, it might work for you.

Your not actually being paid per impression you only get paid if they think an American or Canadian saw the site, while not exactly a con its certainly on the unfair side, how do they determine if I'm from the UK?

yes thats almost certainly what they use, problem is not all IP are country specific and what if some one uses a proxy, is coming via google translate etc etc There are much better CPM schemes out there they may have lower CPM but all your visitors count the reason this one is so high is because they only pay for a fraction of your visitors, more over you will have trouble proving that there numbers are wrong if they decide to under value your visitor numbers from the US.
