In which type you find a website? Which theme related and in which budget range? Many websites of good quality are always available on internet. As you are saying you are looking to purchase a website for some time and can't find a good website for sale. How is possible?

Try Sitepoint or digital point forums , they have some serious trading of websites going out there....
I ve heard warrior forum is good too !

I think it's better to launch your own website. But, if  you want to purchase a good website with good revenue, i think you have to pay more money for it.

I think if you want a website you are better off building it. It is a lot of work for a few months but you have total control and learn how to change things to suit your needs. If you buy a website you shortchange yourself the learning experiences and probably will not be effective at promotions. Like every business learning shortcuts can hurt you in the long run.

the best and fine way is get good domains thats better than the buying websites and approach some forums .

If you buy a website, it would be difficult for you to add somethging or to edit. And the other thing is that the web designer might put his link in your website.
