I want to learn HTML+CSS. I was just wondering if i spend at least 3 hours a day studying it how quickly will i be able to write it fluently?
Also, when people design websites do they learn ALL of the code or do they have a blank template of the code then add all the vital information?

By Learning HTML+CSS it would be advantage for the web page design and by this it makes more efficient in web page designing.

To learn HTML and CSS w3schools is the best one i ever seen..there you can find the tutorials for this and the live exmaples..try it.. ________________________

w3schools.com is a good place with nice tutorials but I am afraid they are Internet Explorer Centric (don't always work in other standards compliant browsers)
another good resource is webdesignfromscratch.com
but you have to practice a lot and no most people don't actually use pure HTML noadays to build a website they use a CMS and customize the template (at most)

Aside from w3school.com, is there any good ebook that will also guide us oh how to build site through html and css. I want also to learn this.

w3cschools is very relevant site to learn html and all web languages. but tizaq.com is also good site. where you can learn html easily.

Go step wise, learn html first and be perfect in that, then start CSS. CSS will not take long for you when you know HTML perfectly.

Learning HTML to CSS is easy with html.net / tutorials.
You also can read articles about it or ask in communities. But to master it, can be only achieve with practice, create websites of your interest and then you will be ready for PSD to CMS projects.

To have a better knowledge regarding HTML + CSS, you can follow the tutorial in w3schools site.It helped me a lot.Hope it will also help you.You need to have patience in the field of Web Designing.Then only you can be a perfect designer.

Here is what I did in the beginning. Studied a little bit and the got a site I didn't care about and played with the coding. This way will make you become real proficient at coding real quick.

There are two online ways to learn how to code HTML and CSS manually. The first is through the step-by-step but very comprehensive w3schools.com. The second is through a rather limited crash course, offered by htmldog.com.

If you can be online through every time than W3CSchool is great unless you can HTML 5 books to learn offline.
