1. You can hire companies that can make your forum look busy. Pay per post companies can post for 10-30 cents per post.
2. Run contests on your forum that will promote most posts by members.

It doesn't hurt to bring in some moderators too, just be careful who you trust.

Forums also should  be natural and helpful. People love it they post more and discuss more and Growth. The key point is how people know the forums and participate. So doing SEO or other kind of promotion to let people pay attention and spend time on forums. Also need one guy who have good knowledge to take care tasks as: response to question of members and good at discussion control to make any discussion going right way. When more experts come in, more quality answer and discussion will happen and more reader want to learn from that

I think, you should contact a seo services company. You can take your desired results from there.

It is easy to get people who can do that,
connect to O desk and post it there and after a few hours you'll get one who can perfectly work for you.
They are active and committed to their work.

From my experience I think the following may help:
i. Optimise important section of your forum.
ii. Update the said section regularly
iii. Consider promoting some of your members to mod, each mod should be given the responsibility of growing his or her section of the forum.
iv. Consider forum post exchange
v. Consider hiring a knowlegeable person to creat tutorials (don't hire so call forum posters, they tend to post rubbish)

Good luck
