Since they would provide some one way links so they could be useful. One thing which is very important is that since the niches are getting hotter day by day so more and more quality links are going to be needed.

I prefer both as both are really important in building high pr by driving more and more traffic on you sites.But the important thing is the quality of blog or forum and the kind of your response  since if you are doing it in a blog or forum where there is less traffic then there will less chance that your comment or post will be properly observed.

Both commenting and forum are important to get in order to get much of back links. In forum at certain level you are allowed to submit signature so I think forum submission is safe and relevant.

Till date best that worked for me is forum posting since it helps to create quality backlinks, i have heard about blog commenting also works well, but have not tried yet.

Both can increase the page rank and traffic to the websites but for effective and fastest results, forum posting will do great since blog commenting results are feeble.

blog comment is not so effective than before,because so many spam comments.
forum is good especially in the active strict forums.

You must post in relevant sites. Such as if your site is Islam related than you have to link to Islam related sites.
