Does 100% CPU guaranteed mean hybrid VPS server within an accounts? Otherwise I can't suppose how exactly natcoweb can offer 100% CPU at VPS solutions, which are dedicated only virtually.

Hello, thanks for the question, we do offer 100% of the CPU on Golden and Platinum VPS plans due to the XEN paravirtualization.
As for hybrids, or clustered VPS solutions, we don't have it, our high-end VPS plans end at $89.95, this is where our low-end dedicated server services start.
