See you have to find first of the best CPM network you should go ahead with . There are other way of of getting traffic as well. So you can search for alternate network.

edomz.com pays very good, its popup CPV though, I use it in my blog and earn really good, I have only around 1000 visits in my site and I got accepted easily

You could also give TapIt! Mobile Advertising a shot. We not only accept most websites but as long as the website looks decent and is being maintained you will likely get approved. I can't necessarily guarantee that you will make a ton of money but it wouldn't hurt to get our code implemented into your website so that a floating banner ad can be displayed on your website when users access your website from a smartphone.
