Does a real CPM network that pays decent exists ?

See you have to find first of the best CPM network you should go ahead with . There are other way of of getting traffic as well. So you can search for alternate network.

I think there is. You just have to make your eyes open.

edomz.com pays very good,  its popup CPV though, I use it in my blog and earn really good,  I have only around 1000 visits in my site and I got accepted easily
