Yes, that is exactly what an optimized site shall have. But all the three needs to be explained in detail.
As to content, unique and concise content will be considered good.
You need to do keywords research carefully and have the right keyword position and keyword density.
Social bookmarking and article submission are helpful techniques to win link popularity.

SEO is the slow and steady process. IMHO, Good content +Quality Backlinks = high Ranking in SERP
Thus there are on page and off page seo. You have to devote to both aspects to get what you want. And one word you need to bear in mind is relevance. Relevance of the content and relevance of the links.

A link wheel is when you control several sites and make them all link to each other. This is done in the hope of improving their "popularity" as seen by search engines, and therefore their serps.
It is a "gray hat" technique which the SE's consider unethical. Bear in mind that Google encourages people to report abuse, and they can downgrade your sites at a whim. Before using these techniques, you have to think: are your competitors likely to spy on you, and report you?

1) Links: The quantity and quality of the links on the www which point to your site and its sub-pages is the number one off-page SEO factor. When it comes to top search engine rankings, the most influential factor really is the incoming links.Submit articles and do selective link exchanges to give your site a push-start and let your good content (below) bring it to the top.
2) Title and Meta Tags: The Title and Meta description of each individual page is the most important on-page SEO factor. Craft your title and description in a way that is both search engine friendly and user friendly. If it is full of keywords and not user friendly, your rankings will not matter, as no one will click. If it is user friendly but doesn't contain your main keyword, you will not rank as high as you would if it had your keyword.
3) Internal Linking: A good internal linking structure will not only show the Search Engine's which of your pages are more important, it can actually increase the ranking of those pages. Use the rel="nofollow" attribute on links that don't need any "link juice" like your contact pages, about pages, affiliate links and duplicated pages.
4) Quality Content: Quality content will bring in "natural" links. If you're spitting out low-quality, rehashed content, you won't impress anyone. If you do not impress anyone your job will be much harder, as you'll have to manually build all of your links.
5) Keyword Density Doesn't Matter: "Keyword Density" is no longer important. With the implementation of "Latent Semantic Indexing" (LSI) most major search engines do not rank a page higher because it contains a keyword a set number of times.

In my opinion, in order to attain good Search engine positions you must be patient and don't rush your rankings. Here are some tips from real experts not some guys out there who loves putting links in blogs and keep on spamming it.
- Attain Domain authority - Attain Page Authority ( top 10 rankings ) - Focus on strategies that your site is working well
these things require patience and intensive research but the end results is great, that result would be "unbeatable"
