If your site is of no interest to webmasters - don't expect they would exchange links with you.

there are few places you can find online (including forums), where you can get people of your niche and are willing to exchange links with webmasters

If your site is not the same genre, or is not as highly ranked as the site you are requesting the link exchange with, they are going to refuse.

A few factors come into play. How professional your website looks The PR of your website Your niche and whether you are in direct competition with them How you craft the letter
If you think you are doing all the above right thrn it may just be that you are approaching websmasters who genuinely are not interested in link exchange. I for one stopped doing link exchange two years ago
There was a website called linkmetro I think, that has webmasters looking to exchange links. I don't know if the service is still there but it's worth checking out

you must have to consider that you are looking for the same niche as you are having, then go with different forums, blogs you will find many of them want to exchange links,, but it will be more better for you to go with on way link building..

Former post is correct. Don't reciprocal link. Build one-way links to your site naturally through forums and articles each and every day for the best possible results.

Submit to sites with the same niche. But that will give you a reciprocal link then. It is always better if you have one-way links.. There are sites wherein you can pay to get one-way links...

One way links is far better than reciprocal links. So concentrate more on the content of your website, than all this.
However, if any webmaster contacts you for reciprocal links then please check the credibility of the website before exchanging the links.

I am believed about that link exchange or two-way links are not very useful, you will need to get one way links from high PR websites and blog.

There are people who say that reciprocal linking is losing its value with the latest Google Panda updates, where they say that some links are devaluated. In the past, I got good results with reciprocal links, especially with blog links, but now it isn't a good idea to have the same link on thousands of pages.
